INTRODUCTION
The African Reinsurance Corporation (“Africa Re” or “the Corporation”) is an international organization with a mission “to foster the development of the insurance and reinsurance industry in Africa; to promote the growth of national, regional, and sub-regional underwriting and retention capacities and to support African economic development.”
As a supranational organization, the Corporation was created pursuant to the Agreement Establishing Africa Re, which was executed in 1976 by the following founding shareholders:
• 42 Member States of the African Union (AU), and
• African Development Bank (AfDB),
In subsequent years, the following additional shareholders joined the Corporation’s shareholding:
• 112 African insurance and reinsurance companies registered in the Member States, and
• 3 leading global insurance and reinsurance groups.
This above Agreement confers on the Corporation its current status as a multilateral institution as well as the legal authority to operate in Member States. Africa Re, however, operates in other non-member States where it has registered subsidiaries, agencies, and offices.

The Corporation has the highest international financial strength and credit ratings by any indigenous reinsurer in Africa, with A (Strong / Stable Outlook) with Standard & Poor’s and A (Excellent / Stable Outlook) with AM Best. This is without any callable capital or parental guarantee or any other shareholders’ guarantee.
OBJECTIVES
African Reinsurance corporation (hereinafter referred to as 'the Client') invites qualified, experienced, and reputable security systems vendors and contractors to submit proposals for the supply, removal, and replacement of the existing Bosch CCTV camera system with Hikvision equivalent cameras at Africare Re’s Building located at Plot 1679 Karimu Kotun Stree, Victoria Island Lagos.
The existing CCTV infrastructure, comprising 61 Bosch cameras of varying types, has reached the end of its serviceable life and is no longer meeting the security and surveillance requirements of the facility. The Client has resolved to replace the existing system with Hikvision cameras of equivalent or superior specification, fully integrated into the existing network infrastructure.
This Request for Proposal (RFP) sets out the full scope of works, technical requirements, commercial terms, and evaluation criteria that vendors are required to comply with in submitting their proposals.
The primary objectives of this project are as follows:
• To decommission and remove all 61 existing Bosch CCTV cameras currently installed across the facility.
• To supply and install 61 Hikvision CCTV cameras of equivalent type — comprising 41 dome cameras, 2 PTZ (Pan-Tilt-Zoom) cameras, and 18 bullet cameras — in the same locations as the removed Bosch cameras.
• To integrate all newly installed Hikvision cameras seamlessly into the existing network infrastructure, Video Management System (VMS), and recording equipment.
• To ensure continuity of CCTV coverage across all critical areas of the facility throughout and after the replacement exercise.
• To test, commission, and hand over a fully operational Hikvision CCTV system to the Client upon completion of works.

3.2. Detailed Scope of Works
The successful vendor shall be responsible for the following works:
a) Pre-Installation Survey and Documentation
• Conduct a detailed pre-installation survey of the facility to verify the location, mounting type, cable routing, and network configuration of all 61 existing Bosch cameras.
• Produce and submit a Camera Location Plan (as-found drawing) documenting the existing camera positions, cable routes, and network connections prior to commencement of any removal works.
• Assess the condition of existing cabling, mounting brackets, junction boxes, and network infrastructure to determine what can be reused and what requires replacement.
• Submit a pre-installation report to the Client for review and approval before mobilization to site.
b) Removal of Existing Bosch CCTV Cameras
• Carefully decommission and remove all 61 existing Bosch CCTV cameras, including the following breakdown by type: 41 dome cameras, 2 PTZ cameras, and 18 bullet cameras.
• Disconnect cameras from the existing network switches, PoE injectors, and recording equipment in a controlled and documented manner.
• Remove all associated mounting hardware where it is not compatible with or suitable for the replacement Hikvision cameras.
• Handover all removed Bosch equipment to the Client
• Ensure that existing cabling is preserved, labelled, and protected during the removal process for reuse where practicable.
c) Supply of Hikvision Replacement Cameras
• Supply 41 units of Hikvision Dome Cameras of equivalent or superior specification to the removed Bosch dome cameras.
• Supply 2 units of Hikvision PTZ Cameras of equivalent or superior specification to the removed Bosch PTZ cameras, with full pan, tilt, and zoom functionality.
• Supply 18 units of Hikvision Bullet Cameras of equivalent or superior specification to the removed Bosch bullet cameras.
• All supplied cameras must be brand new, genuine Hikvision products, sourced from an authorized Hikvision distributor or dealer. The vendor must provide proof of autorisation upon request.
• Full technical data sheets, product specifications, and warranty certificates must be submitted for all supplied cameras prior to installation.
d) Installation of HIK-Vision Cameras
• Install all 61 Hikvision cameras in the exact locations of the removed Bosch cameras, unless a variation is agreed in writing with the Client.
• Mount all cameras securely using appropriate brackets and hardware, ensuring correct orientation, angle of view, and coverage of the designated surveillance areas.
• Connect all cameras to the existing network infrastructure using the available cabling where it is in serviceable condition, or supply and install new cabling where existing cables are damaged, insufficient, or incompatible.
• Ensure all cable terminations are neat, correctly labelled, and protected within conduits or trucking where exposed.
• Configure each camera with appropriate IP addressing, resolution settings, frame rate, and compression settings in accordance with the existing network and VMS configuration.
• Ensure that all cameras are correctly focused and provide optimal image quality for their designated coverage areas.
e) Network Integration
• Integrate all 61 Hikvision cameras into the existing network infrastructure, including network switches, PoE (Power over Ethernet) switches, and network video recorders (NVRs) or servers.
• Configure all cameras to communicate with the existing Video Management System (VMS) in use at the facility.
• Ensure that all cameras are discoverable, configurable, and fully functional within the existing VMS environment upon completion of integration.
• Configure motion detection, alarm triggers, and recording schedules on all cameras in accordance with the Client's security requirements.
f) PTZ Camera-Specific Requirements
• Install and commission the 2 Hikvision PTZ cameras with full remote pan, tilt, and zoom control functionality via the existing VMS or control software.
• Configure PTZ presets, patrol routes, and auto-tracking features as required by the Client.
• Ensure PTZ cameras are integrated with any existing joystick controllers or keyboard control units on site.
g) Testing and Commissioning
• Conduct a comprehensive post-installation test of all 61 cameras to verify image quality, resolution, focus, night vision, motion detection, and network connectivity.
• Perform a full end-to-end system test to confirm that all cameras are recording correctly, that footage is being stored as required, and that playback functionality is operational.
• Test all PTZ camera functions including pan, tilt, zoom, presets, and auto-tracking.
• Conduct a network performance test to confirm that the new cameras are not causing bandwidth congestion or network degradation.
• Document all test results and submit a formal commissioning report to the Client upon completion.
h) Documentation and Handover
• Provide a Camera Configuration Register documenting the IP address, camera type, location, resolution, and recording settings for each installed camera.
• Submit copies of all product manuals, warranty certificates, and technical documentation for the installed Hikvision equipment.
• Conduct a formal handover session with the Client's security or IT team, including a walkthrough of the system and basic operational training.
i) Post-Installation Support
• Provide a minimum of twelve (12) months warranty on all installed cameras and workmanship from the date of practical completion.
• Respond to any warranty claims or call-backs within 24 hours of notification during the warranty period.
• Provide a defects liability period of not less than twelve (12) months, during which the vendor shall remedy any faults arising from installation workmanship or supplied materials at no additional cost to the Client.
