Board of Directors

The Board of Directors is currently chaired by Mr. Moustapha COULIBALY and comprises 14 substantive members. Directors are elected by the General Assembly for a period of three years and may be reelected at the expiration of the term. They shall continue in office until their successors are elected. Mr Moustapha COULIBALY is currently a senior partner with the firm BDO in Côte d’Ivoire. Previously, he was the managing partner of Grant Thornton Côte d’Ivoire (20122018) and COO of Deloitte & Touche Côte d’Ivoire (2000-2007).

He holds a USA CPA degree (Certified Public Accountant), an MBA degree in Finance & Management from ADELPHI University, Long Island, New York, USA; a bachelor’s degree in Management and a Master’s degree in Finance from the University of Abidjan, Côte d’Ivoire.

Mr COULIBALY was external auditor (Audit Partner) of the AfDB group for 25 years, external auditor of Africa Re for 8 years (as Engagement Partner) and of CICA RE for 9 years (as Engagement Partner).

Effective June 2023, Mr COULIBALY is the chairman elect of the Board of Allianz Côte d’Ivoire Assurance IARD and chairman of the Board of Allianz Côte d’Ivoire Assurance Life.

He also sits on the Board of “Banque Internationale pour le Commerce et l’Industrie” (BICICI Côte d’Ivoire) as an Independent Director, effective April 2023, where he chairs the Audit Committee, and serves in the Risk Committee. 

He is the founder of Lycée Maurice DELAFOSSE in Abidjan, Côte d’Ivoire and served as Chairman of the Board from inception in 2004 to 2017.

Mrs Faouzia ZAABOUL is Inspector of Finance of exceptional level. She is the current Director of Treasury and External Finance at the Ministry of the Economy, Finance and Administrative Reform of the Kingdom of Morocco. Previously, she held the following positions within the same Ministry: Deputy Director of Treasury and External Finance in charge of the “Macroeconomics and Domestic Debt” Unit (2007-2010); Head of the Capital Market Division (1995-2007); Head of the Development of Financial Instruments (1994 - 1995) and Head of service for Bilateral Funding (1992-1994). 

Mrs ZAABOUL occupies various positions of representation, including the following: Member of the Commission for the Transfer of Public Enterprises to the Private Sector since April 2019; Board Member of the Insurance and Social Security Supervisory Authority (ACAPS) since April 2016; Board Member of the Moroccan Capital Market Authority (AMMC) since 2016; Member of the Commission for the Coordination and Supervision of Systemic Risks since June 2015. 

Mrs ZAABOUL is holder of 2éme CES in Economics; 1st year MBA, ESC, Toulouse; and ISCAE Diploma (short duration, Strategic Management).

Delphine Traoré is the Chief Executive Officer of SanlamAllianz General Insurance since September 2023, following the successful merger of Allianz and Sanlam operations across the African continent.

Prior to this appointment, she served as CEO of Allianz Africa from November 2021 to August 2023, while retaining her previous roles as Member of the Board of Directors and Chief Operating Officer, positions she has held since 2017.

She joined the Allianz Group in 2005 at the Canadian subsidiary of Allianz Global Corporate & Specialty (AGCS). From 2012 to 2017, she served as CEO of AGCS Africa in South Africa.

Delphine holds a Chartered Property and Casualty Underwriter (CPCU) certification from the American Institute for Chartered Property Casualty Underwriters. She has served consecutively as Vice-President and then President of the African Insurance Organization (AIO) and as President of the Insurance Institute of South Africa. She is a member of the Board of Directors of Africa Reinsurance Corporation (Africa Re) and sits on the boards of African Risk Capacity Ltd (ARC), the Alliance for a Green Revolution in Africa (AGRA), and Ivanhoe Mines as a Non-executive Director.

Meryem Chami is a graduate of the École Nationale Supérieure Télécom Bretagne and holds an Executive MBA from École des Ponts et Chaussées. Also, she has a certificate in Management from the Massachusetts Institute of Technology (MIT).

Her professional career began as a Network and Telecommunication Consultant at Siticom in Paris. In this role, she worked on projects throughout Europe, Asia and Africa and developed Siticom’s presence in Morocco.

Upon her return to Morocco, she joined Attijariwafabank, where she successively held the positions of Group Purchasing Director and Director in charge of implementing the Information Technology Master Plan.

In 2008, she became part of OCP, the leading Moroccan company operating in mining and chemical industry, initially as Chief of Staff to the Group's CEO and later as Deputy General Secretary of the Group in charge of transformation (HR, IS, communication, organization, consulting, etc.). She subsequently served as the Executive Director responsible for planning, steering and transformation of the group.

Meryem Chami played a pivotal role in launching Capgemini Engineering in Morocco in 2015, global leader in engineering, serving as CEO since January 2015. She also expanded their presence into Tunisia in July 2017. By March 2020, Capgemini Morocco had a work force of over 2000 engineers, and Tunisia employed nearly 300 engineers. She was a member of Altran Group Executive Committee.

In March 2020, she joined AXA Assurance Maroc and CIMA (Senegal, Côte d’Ivoire, Cameroon, Gabon) as Director of Transformation and subsequently took on the role of CEO from October 2020.

She has been appointed as AXA Africa CEO since September 2023 covering 10 countries.

Furthermore, Meryem serves as an independent Board member of AMDIE (Moroccan Investment and Export Development Agency), HPS (payment leading company) and CGEM (Morocco Business Council). She is also a corresponding member of France's Foreign Trade Advisors. As AXA representative, she also holds Board member positions in BMCI (BNP Paribas subsidiary in Morocco), CFG, SCR (Morocco reinsurer), CAT (Public Transport Insurer) and many African AXA subsidiaries.

Mr MARAMI is currently the Director of Insurance and member of the Insurance Supervisory Commission, Ministry of Finance, Algeria. 

He is a professional insurer and holds degrees in Economics and Finance. Mr MARAMI equally has a Postgraduate degree in insurance.

Alhaj Kaddunabbi Ibrahim Lubega is a Fellow and Certified Professional of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF) with over 20 years hands-on experience in finance operations, regulation and supervision. He has passion for good governance, policy making, standard setting and capacity building. Currently, he is the Chief Executive Officer of the Insurance Regulatory Authority of Uganda (IRA) and Chairman of the East African Insurance Supervisors Association (EAISA).

Alhaj Kaddunabbi is also the Past President of the African Insurance Organisation (AIO), 2017/18. He sits on several boards of both private and public entities in keeping with his calling to set up governance systems that outlive him. As Chief Executive Officer, Alhaj Kaddunabbi has presided over several reforms (Legal and Regulatory) aimed at strengthening the oversight role of the Authority. These include revision of the Insurance Act to provide for a more risk-sensitive supervisory approach, Bancassurance regulations that set a framework for Commercial Banks to sell insurance, Draft Corporate Governance Regulations, Market Conduct, Prudential, Intermediaries, among others. He has put in place structures and systems to ensure adequate execution of the Authority’s supervisory mandate including skill enhancement of staff to match the regulatory challenges.

At the Sector level, under his leadership, the sector has grown exponentially in terms of Gross written premiums from UGX 240 billion in 2010 to UGX 1.6 Trillion in 2023. His appreciation of the wider financial sector issues has propelled him to initiate and pursue Memoranda of Understanding with different financial sector regulators in the country and outside to ensure adequate cooperation and handling of any systemic risks that may threaten the stability of sector and economy as a whole.

Prior to his current assignment, Alhaj Kaddunabbi was a Legislator in the Parliament of the Republic of Uganda for 10 years where he chaired the Parliamentary Committee on the National Economy and Board of Trustees of the Parliamentary Pension Scheme. He was also an Executive Member of the Parliamentary Union of the Organization of the Islamic Conference. During his 10-year tenure at Parliament, Alhaj Kaddunabbi participated in scrutinizing government programmes and all matters related to national economy and finance as well as monitoring the state of the national economy. He couched and supported a number of development projects; analyzing and advising government on her loan requests and spending; Provision of investment advice; interfaced with Government, private sector, civil society organizations and the development Partners on the ways to improve the state of the economy and Championed a number of public private competitiveness strategies.

Alhaj Kaddunabbi is a member of several National such as the Steering Committee of the East African Community Financial Sector Development and Regionalisation project, Financial Markets Development Apex Committee, Accountability Sector Steering Committee, among others. He brings to these committees his expertise in finance and legislative disciplines. He also sits on regional and international committees such as the East African Insurance Financial sector and Regionalisation projects steering committee and Access to Insurance Initiative Governing Council, respectively. These engagements have given him an opportunity to gain deeper understanding of the workings of the broader Financial Markets ranging from Insurance and Pension, Banking, to Capital Markets. He has shared his knowledge and expertise about the financial sector given his advantaged position of having had great exposure to Banking during his early years of his career and now wide expertise in insurance and pension. The engagements have been both challenging and rewarding, enriched his knowledge, managerial competences and appreciation of regional and international issues. Not to mention the least, exposure to various leadership programmes have been invaluable to his development as a market place leader.

Alhaj Kaddunabbi has passion for finance with keen interest in banking, insurance and pension. He has spoken widely about finance topics to select audiences locally, regionally and internationally. Alhaj Kaddunabbi holds a Doctorate in Business Administration (finalising), Masters degree in Economic Policy and Planning from Makerere University where he was well grounded in both theoretical and conceptual foundations to examine issues in economic policy evaluation and planning; policy analysis, micro and macro-economic analyses, financial management, public sector management, current global and national policy and planning challenges among others. The graduate training empowered him with analytical skills needed to contribute to economic and social planning in a wide variety of fields. Alhaj Kaddunabbi also holds Bachelor of Science in Economics from Makerere University, Uganda.

He is the current Chairman of Fairfax International, Executive Committee Member of Fairfax Financial Holdings Limited and Vice President of International Operations. Mr Cloutier holds a Bachelor’s degree in Actuarial Science from Laval University, Quebec City. He is a fellow of the Canadian Institute of Actuaries (FCIA) and the Casualty Actuarial Society (FCAS). He represents Fairfax on numerous subsidiary and industry trade boards.

Mr Hafed Mohamed Omran has a BSc specialized in Data Analysis from the Faculty of Accounting, Gharyan, Libya. 

He also obtained an MBA from Anglia Ruskin University, London, United kingdom and a Master’s degree in Computer Science from Coventry University, United kingdom. 

Mr Omran is the current Chairman of the Board of Directors of the Libya Insurance Company (LIC). Prior to this, he held senior positions in the Libyan Capacity Building Centre in Malta and in the Libya Trade Network (LTNet) in Libya. Mr Omran has also served as Executive Manager of DAR AL-KIBRA construction group in Libya, as well as, the head of the distribution and economic marketing department within the economy sector of Gharyan in Libya.
